Last week I spent 4 days on Kellys Island with three other coworkers for a working retreat. Each day we stopped at the library to continue our business via email. On two of the four days the staff behind the desk was so noisy it was impossible to work. On both of those days, there were 4 staff/volunteers behind the desk. Obviously they did not have enough to do. If patrons were as noisy as them, they would have/should have been asked to leave.
